COVID-19: fragile contexts and sustainable development goals

El propósito fue describir las discusiones teóricas que han surgido para abordar los Objetivos del Desarrollo Sostenible (ODS) ante la pandemia por COVID-19, a través de una revisión bibliográfica de estudios actualizados que coinciden en estimar 30 millones de nuevos pobres en América Latina, una cifra alarmante de impacto social, pues a pesar del tiempo transcurrido, el mundo continúa enfrentando la mayor crisis de salud pública en más de un siglo. Además, es responsable de generar inestabilidad emocional y respuesta conductual multifactorial que, ante la incapacidad de los Estados para enfrentar los contextos de estrés, aspectos como fragilidad por violencia, el desplazamiento y otras emergencias ligadas a dominios económicos, ambientales, políticos y sociales, son la gran limitante para alcanzar los ODS formulados en 2015 desde la Organización de las Naciones Unidas. Las actuales medidas adoptadas para frenar la pandemia, dificultan el acceso a bienes y servicios que con la Agenda 2030-ODS buscaban reducir toda fragilidad, y así, mejorar las condiciones económicas a 1.800 millones de personas, sin embargo, en este momento, se ha recrudecido la precaria calidad de vida en unos 334,97 millones de hogares Latinoamericanos que se encuentran en pobreza extrema. El creciente impacto negativo de la COVID-19 frente al desarrollo humano, restringe aún más las políticas socialmente inclusivas, económicamente equitativas y ambientalmente sostenibles, por tanto, se requiere mayor atención a las condiciones especiales de cada región urbana y rural, donde la mayoría de los residentes continúan afectados, luchando a diario por sobrevivir con sus propios esfuerzos.

The purpose was to describe the theoretical discussions that have arisen to address the Sustainable Development Goals (SDG) in the face of the COVID-19 pandemic, a bibliographic review was proposed based on updated studies that coincide in estimating 30 million new poor in America Latina, an alarming number of social impact, because despite the time that has elapsed, the world continues to face the greatest public health crisis in more than a century. In addition, it is responsible for generating emotional instability and a multifactorial behavioral response that, given the inability of states to face stressful contexts, aspects such as fragility due to violence, displacement and other emergencies linked to economic, environmental, political and social domains, are today the great limitation to achieve the SDG formulated in 2015 from the United Nations. The current measures adopted to stop the virus make it difficult to access goods and services that, with the 2030-SDG Agenda, sought to reduce all fragility, and thus, improve economic conditions for 1.8 billion people, however, at this time, it has been the precarious quality of life has worsened in some 334.97 million Latin American households that are in extreme poverty. The growing negative impact of COVID-19 on human development further restricts socially inclusive, economically equitable and environmentally sustainable policies, therefore, greater attention is required to the special conditions of each urban and rural region, where most of the residents continue to be affected, struggling daily to survive on their own efforts.
